I have same elements and a landform like this:

And I want to fill the landform use these elements like this:

The elements can’t intersect with each other.

see this thread, it’s not exactly a complete solution to what you want but it’s a start

If you find a fast and optimal way of the packing of arbitrary shapes in an arbitrary contour, please let me know. I will buy the copyright for sure. We will sell it to all 2D and 3D packages. The profit and all Math Awards we can split 50/50. Good luck.

Isn’t this kind of what UV packing algorithms do?

does it do it well?

some more than others, I guess

it calls a nonlinear method of the constrained two-dimensional non-guillotine cutting

the optimal solution of this task can make billions dollars in such area as the machine processing of sheet non-ferrous metals for example. Who wants to be a billionaire? I want, but I don’t have the solution.

both max and maya do it very bad. it’s why artists spend hours and hours to pack UV elements manually.

I made a system where the landform was divided into areas, and then it was populated with objects based on what size the area was and orientated to it’s nearest edge. It did an alright job, but still required some manual fixing and wasn’t used for close-ups thankfully! I did manage to populate a whole Country with it.
