it’s c++ plug-in … maxscript extension of ActionManager.
there is no way to get this info with maxscript only.

I am curious if you could do the same with 2012, since there have been various changes to viewports, dynamics, material editors, etc, between those releases. So there are going to be depreciated and added actions I am guessing.
