[Closed] How to create keyframe in maxscript between entire frames?

I have tracking data where each keyframe is set to a specific timestamp.

How can I create keyframes in 3dsmax at a specific timestamp independently of whether this timestamp currently falls onto an entire frame or not?

with “at time” it seems i can specify only integers

But when I use 3DsMax’s function “Re-scale Time” (for example from 100 frames to 90 frames) then keyframes that were generated before the rescale now lie on non-integer locations between frames – so it seems max supports such keyframes, but how can I create them without Re-scale Time?
