I want to create a WPF assembly by using VisualStudio and use it inside max(Win7- Max 2012 and above) I’m not sure about what dotnet version should I choose in my VS project. 3.5?

go with 4.0
From the Max 2012 doc’s SDK requirements:
.NET Framework
3ds Max 2012 targets .NET 4.0, but mixed (C++\CLI) plug-ins need to target a .NET framework version compatible with the Visual C++ 9.0 SP1 toolset.
