where do i need to start researching(somewhere in the sdk or something simple or even harder start from scratch) to have a tool in max that would convert a render into a vector graphic and save in a .psd file? I have seen tools like the psd pathunwrapper and wondered how it was made and then thought it would be nice to make something similar for renders.

Adobe Streamline if you have that laying around or the newest version of Illustrator.
