It looks like a C++ custom control. It’s not referenced in the MAXScript and SDK help. It seems that it comes from a third party plugin. So, you won’t be able to use it.

No, it IS a 3rd party control.
The GradientRamp map was originally developed by Digimation and then licensed by Kinetix (in those days that was the name) to use in future Max builds.
The control itself was developed by Digimation for all the gradient controls of the LensFX video post filter which still ships with Max – it was licensed in 1997 for Max R2.
The flags ARE accessible to MAXScript as trackview subanims ONCE they have been created. You cannot create or delete them via MAXScript, but you can change them if they are already there…
