The old Sparks web site doesn’t exist any longer, it has been replaced by ADN Sparks : http://usa.autodesk.com/adsk/servlet/index?id=5666075&siteID=123112
But as far as I know, there is no more free web resources about Max SDK except some forums, this one, the one on our web site : http://dl3d.free.fr/phpBB2/index.php and on Autodesk Area : http://area.autodesk.com .
